Title: Manager, Operations - On Call Construction - Columbia, MO

Plan, coordinate, organize, and manage the overall contract and field operations of multiple projects with multiple contractors through leading a project team consisting of engineers, project managers, estimators, QC inspectors and administrative staff.
Establish and maintain a work environment to enhance both employee morale and productivity in accordance with company polices and procedures.
Maintain cooperative relationships and deal tactfully and effectively with the client s representatives and officials.
Attend site visits and develop scope of work and line item estimates for individual projects.
Being accountable for the financial and contractual performance of the overall contract.
Other Responsibilities include client interface, client satisfaction, contract administration, personnel administration, cost estimates, proposals, project financial management, subcontract agreements, project staffing, purchasing and schedules , enforcement of company policies regarding procurement, quality control and site safety, health, maintaining project records and project documentation, managing the data base management system, preparing reports and providing required input to the corporate senior management.
Position Duties :
Meet with client representatives and/or officials on regular basis to discuss contract status, determine client satisfaction.
Manage the contract in accordance with contract requirements and Brown and Root systems and procedures
Respond to client requests for proposals/estimates.
Depending on the work load manage the request or assign it to a project leader
Enforce Quality Control Plan and implement Site Safety, Health, and Environment (HSE) programs
Attend pre-construction, progress and other project meetings as necessary
Attend site visits with client representatives to determine existing conditions and client needs
Manage the development of detailed project scope of work, line item estimate and construction schedules of multi projects.
Review and approve proposals prior to submission to the client.
Attend proposal and line item discussion sessions with client representatives
Develop scope of work, line item estimate, and construction schedules for individual projects
Work with the Business Manager to manage subcontractors buy-out including holding pre bid meetings, site visits, and responding to subcontractors RFI s
Work with business manager to review and update accounting and procurement systems on monthly basis and as needed
Track and review contract financial performance and provide required reports
Review and approve subcontracts buy-out plans and approach
Coordinate all third party engineering and architectural design
Manage multiple projects life cycle from conceptual stage to close out
Prepare yearly budgets and revenue forecasts
Work with the business manager to generate and review monthly project revenue and income reports, monthly forecast, and other reports as needed
Work closely with the Operation Manager to coordinate all contract requirements and overall contract performance
Conduct weekly staff meetings to address going activities, safety and quality of work
Report directly to VP of Operations, OCC
B.S. degree in Construction Management, Engineering or related field, plus ten years experience. Or minimum, of fifteen years related experience in the construction industry with a commercial and/or or industrial general contractor.
Minimum of five years in a managerial position leading and directing on-site construction personnel
Extensive experience in the management and coordination of multiple projects and employees at multiple sites or large projects at a single site
Extensive Experience in implementing and tracking budgets with profit and loss responsibility
Experience in managing and working with multi trade subcontractors
Experience with IDIQ, JOC, or SABER Contracts is highly desired
Expertise in producing detailed fixed price estimates and has the ability to use unit price books, such as RS Means, and estimating software to produce detailed line item estimate
Expertise Microsoft Office suite of software (e.g. MS Word, Excel, MS Project)
Experience in multi trade construction means and methods
Excellent understanding of the principles, methods, and techniques of Engineering
Excellent project documentation and construction management principles
Strong organizational, documentation, written & oral communication skills required
Possess leadership skills to organize, lead, mentor the project team and work assignments
Experience in partnering with client personnel in a collaborative way to ensure the success of the contract
Experience in negotiation and resolving potential conflicts
